The Integrated Planning System (IPS) is a broad planning and monitoring framework which aims to ensure that the core policy and financial processes developed by the GoA function in an integrated manner.
The National Strategy for Development and Integration (NSDI) 2007-2013, was approved by Council of Ministers on 12 March 2008. The NSDI is based on 38 sector and cross cutting strategies.
By coordinating the external assistance in Albania, DSDC provides a government point of contact and orientation for donors with respect to strategic matters as defined in the National Strategy for Development and Integration, thus strengthening government leadership in this process...
From 29 November to 1 December 2011, in Busan, Korea, was organized the Fourth High Level Forum on Aid Effectiveness (HLF-4) with the participation of over 3000 delegates aiming to review global progress on implementing the principles of the Paris Declaration. They also discussed how to maintain the relevance of the aid effectiveness agenda in the context of the evolving development landscape.
On 1November 2011, the Government of Albania held the regular Government - Donor Roundtable, co-chaired by Minister of Innovation and ICT, Genc Pollo, and by the Ambassador of the United States, Alexander Arvizu, who is acting as rotating chair of the Donor Technical Secretariat. The event gathered senior officials from the Government and the donor community in Albania.
On 24 October 2011, the Government of Albania and United Nations marked a significant step forward by signing the new programme of co-operation for the years 2012-2016. Led by the Government of Albania and building on strengths of the twenty participating UN agencies, programmes and funds, the new programme supports national priorities and development challenges of the country in the areas of governance, rule of law, economy and environment, regional and local development and inclusive social policies.
On 13-15 September, In the framework of the Gender Responsive Policies (GRP) Regional Programme, UN Women Albania in close collaboration with Austrian Development Agency (ADA) organized a three-day study visit of government officials from the Ministry of Finance, Ministry of Interior, Ministry of Labour Social Affairs and Equal Opportunities (MoLSAEO) as well as representatives of Department of Strategies and Donor Coordination, to Vienna, Austria.
On 10 June 2011, the Inter-ministerial Committee on Integration discussed two important topics: The European Commission’s Report on the Western Balkans’ visa liberalization implications and the Action Plan on implementation of the 12 EU benchmarks.
The International Consortium (IC), the co-ordination group that includes Embassies, international missions and non-governmental organizations offering development assistance in the area of law enforcement and rule of law in Albania, held its annual meeting on 19 April 2011, on the topic “Addressing the recommendations of European Commission opinion on Albania”.
The Integrated Planning System Multi-Donor Trust Fund (IPS MDTF) which has been funded by seven donors (UK, Austria, EU, Italy, the Netherlands, Sweden and Switzerland), in order for the IPS process, its methodology and products to be better understood and implemented across Government, will be completed by the end of September.
Invited by German Federal Ministry for Economic Cooperation and Development, a delegation of senior representatives of the Albanian Government conducted a working visit to Germany on 9-2 March 2011. The visit aimed to bilateral discussion on the progress of projects currently in implementation and preparation of technical consultation which is expected to be organized in October.
The Annual Review of Swedish Development Programme in Albania was organised on 23 February 2011. The aim of the meeting was to discuss about the implementation of Sida’s on-going projects as well as to define future priorities based on the Swedish Strategy for Development Cooperation 2009-2012 with Albania.
The 11th Meeting of the Integrated Planning System Support Group was held on 25 January 2011 at the Council of Ministers. Representatives from Ministries of Finance and European Integration, DSDC, DoPA, and donors contributing to the IPS TF attended this meeting. The meeting was co-chaired by the Director of DSDC, Valbona Kuko and Deputy Minister of Finance, Nezir Haldeda.
