A good planning process leads to better value for money. Medium Tenn Budget Program (MTBP) is the core element of the Integrated Planning System (IPS).

The purpose of this ad hoc evaluation is to review donor coordination in Croatia, Turkey and Albania and the former Yugoslav Republic of Macedonia. It forms part of a broader set of evaluations under the contract Interim Evaluation of EU pre-accession activities in Croatia and Turkey, and Central Office Activities. This report was prepared during April and October 2008, and took account of developments in the evaluated countries up to and including the end of July 2008. The evaluation is based on an analysis of documents and a questionnaire sent to stakeholders involved in donor coordination, and on interviews with beneficiaries and stakeholders. This report covers Albania, Croatia and the former Yugoslav Republic of Macedonia, with reference to Bosnia Herzegovina, Montenegro and Serbia where data allows. A separate report on Turkey will be produced.

The NSDI Progress Report 2006-2007 is an important component of the monitoring system for the implementation of the Integrated Planning System (IPS) that is being implemented since 2005.

In fulfilling its function, as the central structure in coordinating and monitoring the progress of foreign assistance in the country, the Department of Strategy and Donor Coordination has prepared this analysis, which is based mainly on donor foreign financing data for the period 2000-2008.

DSDC has prepared for the first time in April 2008 the External Assistance Orientation Document (EAOD). This orientation document provides government's views on the role of external assistance in Albania’s development, and the priorities for future external assistance, over the period 2008-2013 based on the National Strategy for Development and Integration (NSDI).

The National Strategy for Development and Integration (NSDI) 2007-2013, was approved by Council of Ministers on 12 March 2008. The NSDI is based on 37 sector and cross cutting strategies.
