The Integrated Planning System (IPS) is a broad planning and monitoring framework which aims to ensure that the core policy and financial processes developed by the GoA function in an integrated manner.
The National Strategy for Development and Integration (NSDI) 2007-2013, was approved by Council of Ministers on 12 March 2008. The NSDI is based on 38 sector and cross cutting strategies.

Donor Coordination Conference was held in Albania on 2-3 April 2009
Government of Albania and European Commission - Directorate General Enlargement organized the Donor Co-ordination Conference for Western Balkans and Turkey held on 2-3 April 2009 in Tirana, Albania. The Conference brought together representatives of the International Financial Institutions, EU Member States, non-EU donors, and countries from Western Balkans and Turkey.
At the Donor Co-ordination Conference held in Brussels 23-24 October 2008 it was agreed that monitoring events are held in the region every regularly and Albania hosted the first monitoring event.
The aims of the Conference were to take stock of progress made in enhancing donor coordination, exchange best practices, address remaining deficiencies and make practical recommendations on how to further enhance donor coordination and ensure efficient distribution of task among donors. Concrete measures were discussed in the sectors of education, environment and transport all of which play a key role in socio-economic development and in European and regional integration of the Western Balkans and Turkey.
The conference was opened by the Director General for Enlargement, Mr. Michael Leigh, together with the Prime Minister of the Government of Albania, H.E. Mr. Sali Berisha, and the Ambassador of the Czech Republic to Albania, H.E. Mrs. Marketa Fialkova.
