IPS

The Integrated Planning System (IPS) is a broad planning and monitoring framework which aims to ensure that the core policy and financial processes developed by the GoA function in an integrated manner.

The National Strategy for Development and Integration (NSDI) 2007-2013, was approved by Council of Ministers on 12 March 2008. The NSDI is based on 37 sector and cross cutting strategies.

Donor Database

DSDC, together with DTS, have established a Donors Database, a joint contribution of the donor community and Government institutions. The database provides up-to-date information on all assistance provided to Albania by the donors operating in the country. More specifically, the database includes data on the name of a project, the total commitment made for that project, the total amount of disbursement, disbursements for the years 2007 and 2008, the type of assistance provided (grant vs. loan), the beneficiary Ministry, the NSDI strategic area to which it belongs, the sector assisted, etc.

The database is intended to help increase coordination and reduce potential overlaps among projects or donors, and it will also help in preparing annual Progress Reports on External Assistance, reviewed and approved by the Strategic Planning Committee. Ultimately, the information contained in the database, might also be used to better orient external assistance to country's needs and strategic priorities and sectors.
