Regional Development Fund

The establishment of the Fund for Regional Development is approved upon the proposal of the MF, by the Law no 10190, dated 26.11.2009 “On state’s budget 2010”. This Fund consists of the competitive grants for local infrastructure, education (basic, pre-university and university education), health, cultural objects, water supply-sanitation system, building of agro-food markets, irrigation and drainage, forestation. The fund is a mechanism to be used for the financing of projects within the territory of the local government units and applied by them. In this aspect the Fund is the main instrument for the national regional development policy that aims the balanced development of the regions of Albania.

The decision making in relation to the fund use is made by the Committee on Regional Development, established in accordance with the above cited law and chaired by the Prime Minister, with the following members: the Minister of Finance, the Minister of Economy, Trade and Energy; the Minister of Public Works, Transport and Telecommunication; the Minister of Interior; the Minister of Education and Science; the Minister of Health; the Minister of Agriculture, Food and Consumer’s Protection; the Minister of Tourism, Culture, Youth and Sports; the Minister of Environment, Forests and Water Administration; the Chair of the Rectors’ Conference; the Chair of the Association of Communes; the Chair of the Association of Counties and the Chair of the Association of Municipalities.

The Committee of Regional Development approves projects on the basis of regional development programs and policies. The Regional Development Committee approves projects on the basis of regional development policies and programs.
