Government- Donor Round Table takes place at hotel Tirana International chaired by Deputy Primeminister Mr. Genc Pollo

Such meeting was considered to be the most important
forum for Government of Albania and donor community
in addressing issues related to aid-effectiveness.

The Government - Donor Roundtable held on 14th November 2008, was organized by the Department of Strategy and Donor Coordination (DSDC) at the Council of Ministers in cooperation with Donor Technical Secretariat.
The Round Table was chaired by Deputy Prime Minister Mr. Genc Pollo, with the participation of Minister of European Integration, Minister of Finance, Minister of Economy, Tread and Energy, Minister of Justice and other high level officials from the government. The donor community was represented by Ambassadors as well as head of diplomatic missions and international organizations in Tirana.
On behalf of the Government of Albania Deputy Prime Minister Mr. Pollo gave a general overview of the progress done in the European and NATO integration process by mentioning the achievements and reforms undertaken in important sectors such as the preparation for the next Parliamentary elections, justice and home affairs, fight against corruption, progress on economy and finance, decentralization, education and health. Mr. Pollo pointed out also issues related to the process of donor coordination and further steps to be taken for the implementation of Paris Declaration on Aid Effectiveness.
Minister of European Integration Ms. Majlinda Bregu presented the issues related to the implementation of SAA, IPA programming process and the need to further strengthen the cooperation among government and donors on financing the priorities deriving from the European Integration process.
On behalf of the donor community the round table was addressed by Ms. Gulden Turkoz-Cosslett UN Resident Coordinator and rotating chair of the Donor Technical Secretariat (DTS), and Mr. Helmuth Lohan Ambassador, Head of EC Delegation. In their presentations they appreciated the efforts of GoA in NSDI implementation as well as in organizing the sector working groups with donor community. The issues raised were related to ensuring a stable public administration, which is at the heart of implementing the reforms, the need for facilitating the process of VAT reimbursement, as well increasing the role of sector working groups. The director of Aid coordination Unit, at DSDC Mrs. Valbona Kuko, made a detailed presentation on the implementation of the Integrating Planning System and on the result of 2008 DAC Survey on Monitoring the Aid Effectiveness in Albania. The need of having a joint strategy and a harmonized action plan for improving the donor coordination and aid effectiveness in Albania was proposed and discussed in the Round Table.
