IPS structures
Government has established two new inter-ministerial committees and a new department to oversee IPS implementation.
IPS broad planning and monitoring framework is directed by these important institutional structures:
Strategic Planning Committee
Strategic Planning Committee (SPC) - an inter-ministerial committee chaired by the Prime Minister to determine the government's policy and fiscal priorities and review ministry plans to deliver these priorities.
Government Modernization Committee
Government Modernization Committee (GMC) - an inter-ministerial committee chaired by the Deputy Prime Minister to approve IPS methodologies and monitor IPS implementation.
Group on Strategy, Budget and Integration
Strategy, Budget and Integration Working Group, established in each line ministry, chaired by the Minister and the high-level directors of the ministry participate
IPS Support Group
Government of Albania established in November 2005 an IPS Support Group, which is a cooperation forum between government and donors in relation to the IPS process.
Its purpose is:

to secure better synergy for government and donor commitment to the IPS effort

to provide advice, strategic support and guidance for the IPS implementation process

to act as a vehicle for monitoring and reporting in support of the terms in the IPS Trust Fund administrative agreement established to assist in the implementation of the IPS

to review the IPS implementation process through IPS monitoring and reporting mechanisms

to ensure regular flow of information to the donors in order to maximise donor contribution to the IPS reform
