Joint training on SWAP and PBA
A workshop on SWAP and PBA was jointly organized by Department of Strategy and Donor Coordination and Swedish International Development Cooperation Agency (SIDA) Office / Sweden Embassy in Tirana on 9-10 March 2010 at the premises of EU information centre. The in-depth practical training on Programme Based Approach/Result Base Management (RBM), was attended by Line Ministries, SIDA and DSDC members as well as representatives from selected local development partners and programme implementing agencies with the objective to bring the understanding of PBAs and SWAPs to a higher level among stakeholders. The first day of training focused on explaining the context of different types of PBAs and SWAP, while on the second day Environment was the pilot sector chosen to analyze and apply a PBA model. An overview of the situation in the sector was given by Deputy Minister of Environment, Taulant Bino. Participants were divided in small working groups with the aim to learn how to operationalise PBA in Albania in the environment sector as well as define specific roles that the main actors are to play (GoA, LM, SIDA other EU donors) and the concrete steps in the process. Through the practical exercise attendees managed to draft the work plan for the PBA and define the instructional structure composition, role and duties. Swedish expert, Stefan Sjolander was invited by SIDA office in Albania to deliver the training.
