The NSDI Results-Based Monitoring System

The IPS constitutes a wide framework for the planning and monitoring projected to ensure that the fundamental policies and financial processes of the Government function in a coherent, efficient and integrated fashion. In the context of monitoring the implementation of NSDI, and sector and crosscutting strategies, a new, result-based monitoring mechanism has been approved through the Prime Minister’s Order, Nr.139, date 01/07/2010, “On the implementation of monitoring process of the sector and cross-cutting strategies”. This mechanism aims the following: To improve the existing monitoring system – by developing a realistic report which identifies weaknesses and problems. In addition, result-based monitoring mechanism is meant to highlight: (i) where and when there are problems in the sector strategy implementations; and (ii) how to solve these problems.

 

  • To help line ministries in their program policy analysis – ministries will improve the implementation of their sector strategies, by reviewing programme policies and feeding findings from monitoring into the following policy cycle. This process will reinforce the implementation of NSDI.

 

  • To support national planning and performance budgeting – integral part of the Integrated Planning System, IPS. Making better use of strategic information available through Programme Policy Statements included in the line ministries’ MTBP submissions.

 

  • To promote accountability and enhance transparency – Strategic Planning Committee (SPC) analyses the extent to which ministries have reached their declared policy objectives and requests adequate corrective measures.

 

  • Prepares the ground for the revision of the National Strategy for Development and Integration - This process is indispensible to ensure (i) drafting of the MTBP beyond the NSDI 2007-2013 timeline, while in 2011, the MTBP 2012-2014 will be compiled (ii) the anticipation of new commitments in the context of European integration and other Government priorities.
